Though technically Lady Fierna rules the fourth layer of the Pit, Phlegethos, her father and the former ruler actually runs things. Belial is a tall, dark humanoid with small horns on his forehead. He is handsome and secual, with smoldering eyes. Belial always carries his ranseur.
