Rune animals are to normal animals what runechildren are to normal people. The same mysterious, seemingly intelligent force that selects runechildren and bestows wondrous powers upon them also finds representatives among animals. These animals can speak and reason, but retain their animal natures. This inherited template can be added to any animal or vermin.
