Civilized and elitist, these elementals possess numerous spell-like powers and are significantly more intelligent than their elemental kin. While they have little ability to enforce laws, most denizens respect their direct wishes. Water nobles share much in common with earth nobles, believing that thought should go into any decision, but they are better equipped intellectually to make such decisions. They often appear as levitating pools of crystal clear water on which a genderless humanoid sits.
