Scepter of Mhallaf'sef This magnificent weapon was created for the Vaati warrior-lord
Mhallaf'sef. Within
it are the spirits of four elder elementals, each representing the four
great elemental planes. The scepter is roughly three feet long, suitable for
use in one hand by a Large creature or in two hands by a Medium sized creature.
Both the top and bottom of the scepter are flanged. The entire device is highly
polished and four rings of jewels encircle the handle with rubies, sapphires,
diamonds, and black opals. When its powers are invoked the lower end of
the scepter erupts with howling flames that churn with mist and dust, as the
elemental spirits within the weapon are awakened.
The scepter functions as a large +7 heavy mace.
On a successful strike it deals 1d6 points of fire, acid, cold, and sonic
damage each. When sheathed or stowed the weapon bestows a +2 enhancement bonus
on Bluff, Diplomacy, and Intimidate checks; when held or drawn these skill
bonuses increase to +5. Once per day the wielder of the scepter can attempt to
dominate (similar to the 5th level spell, dominate person) an elemental
creature. The scepter can control a single elemental creature of 25HD or
less, or up to 40HD of elementals with 20 or fewer hit dice each.
